The Dominican Republic's banking regulator (Superintendencia de Bancos, SB) ordered the implementation of the "Charter of Rights and Duties of Trust-Service Users" through Circular SB CSB-REG-2026000020, according to elDinero on November 5, 2026 (Diario Libre also reported it).

What the measure requires

  • The document must be available at financial intermediation entities that offer trust services and at trust companies supervised by the SB.
  • It must clearly explain the rights and responsibilities of users, beneficiaries, project representatives and related third parties.
  • It must be accessible before, during and after the signing of trust contracts, on websites, in physical offices and on virtual channels.
  • Entities must ensure users receive it and keep evidence of its delivery and acceptance.
  • For real-estate trusts, they must coordinate with the parties to spread the charter to third parties linked to projects; digital tools such as QR codes are allowed.

Deadlines

Entities have 30 calendar days to adapt their digital channels and 90 calendar days to add the charter to trust contracts, both paper and digital. The SB explained that a previous step was including the trust area in the new Regulation on User Protection for Financial Products and Services.

What changes in customer service

The rule does not just ask to publish a text: it asks to be able to prove that each user received it. That means recording who was served, through which channel, when, and what was handed over, both in the office and online. Servigo365 helps keep that record in multichannel service, with per-customer history, tickets and SLA, and Nexturno organizes in-person service with queues and appointments, so every visit to a branch or office is tied to a service type, a waiting time and a measurable outcome.
