El Gobierno dominicano y Amazon Web Services anunciaron este 10 de septiembre de 2026 el lanzamiento de AWS Entrena República Dominicana, un programa que otorgará 50 mil becas gratuitas para capacitar a igual número de dominicanos en inteligencia artificial y computación en la nube antes de 2028. El anuncio lo hizo Paula Bellizia, vicepresidenta de AWS para América Latina, durante la inauguración de la séptima edición del HUB Cámara Santo Domingo 2026, con la presencia del presidente Luis Abinader.

El programa está dirigido a dominicanos mayores de 18 años —estudiantes, profesionales, emprendedores, startups y pymes— con capacitaciones gratuitas y en línea. Participan, además de AWS y la Cámara Santo Domingo, el Ministerio de Industria, Comercio y Mipymes, el Ministerio de Educación, el Ministerio de Administración Pública, el Banco de Reservas, la OGTIC, el INFOTEP y la Escuela Nacional de la Judicatura.

El dato que importa: 76 % usa chatbots, 13 % usa agentes

Más allá del titular de las becas, la cifra que debería ocupar a cualquier equipo de tecnología en el país es la que Bellizia citó en su conferencia magistral: el 76 % de las compañías de Centroamérica y el Caribe ya utiliza chatbots y asistentes digitales de IA generativa, mientras que apenas un 13 % emplea agentes de inteligencia artificial en áreas estratégicas. En América Latina, solo el 26 % de las organizaciones reporta estar generando valor económico medible con IA.

Esa brecha entre 76 % y 13 % describe con precisión el estado real de la adopción regional. Instalar un chatbot es hoy una decisión de bajo costo y bajo riesgo: se conecta a un canal, se le da un guion y se mide el desvío de tickets. Poner un agente a operar dentro de un proceso de negocio —que consulte sistemas internos, tome decisiones acotadas, escale a un humano cuando corresponde y deje rastro auditable de todo lo que hizo— es un proyecto de integración, gobernanza y datos. Es ahí donde el 76 % se convierte en 13 %.

Por qué el talento es la restricción, no la tecnología

Los modelos y la infraestructura están disponibles en la región desde hace años y a precios que caen cada trimestre. Lo que no se puede comprar por consumo es la capacidad de un equipo para:

  • Traducir un proceso operativo real —una fila de atención, una cola de tickets, una revisión de cumplimiento— a un flujo que un agente pueda ejecutar con seguridad.
  • Diseñar la integración con los sistemas que ya existen: ERP, core bancario, CRM, directorios de identidad.
  • Definir qué decisiones puede tomar el modelo y cuáles requieren aprobación humana antes de ejecutarse.

  • Medir el resultado en indicadores del negocio y no en métricas de laboratorio.

Un programa de 50 mil becas no resuelve por sí solo ninguno de esos cinco puntos, pero amplía dramáticamente la base de personas que pueden participar de la conversación. Para un país cuya economía digital compite con Colombia, Costa Rica y Panamá por proyectos de nearshoring y centros de servicios, ese ensanchamiento de la base es una ventaja competitiva concreta.

La lectura para las empresas dominicanas

La formación gratuita reduce el costo de entrada, pero no elimina el trabajo de arquitectura. The Dominican Government and Amazon Web Services announced on 10 September 2026 the launch of AWS Entrena República Dominicana, a programme that will award 50,000 free scholarships to train the same number of Dominicans in artificial intelligence and cloud computing before 2028. The announcement was made by Paula Bellizia, AWS Vice President for Latin America, at the opening of the seventh edition of HUB Cámara Santo Domingo 2026, with President Luis Abinader in attendance.

The programme targets Dominicans over 18 — students, professionals, entrepreneurs, startups and SMEs — with free online training. The number that matters: 76% use chatbots, 13% use agents

Beyond the scholarship headline, the figure that should occupy any technology team in the country is the one Bellizia cited in her keynote: 76% of companies in Central America and the Caribbean already use chatbots and generative AI digital assistants, while only 13% deploy AI agents in strategic areas. Across Latin America, just 26% of organisations report generating measurable economic value from AI.

That gap between 76% and 13% describes the real state of regional adoption with precision. Installing a chatbot is today a low-cost, low-risk decision: connect it to a channel, give it a script, measure ticket deflection. Putting an agent to work inside a business process — querying internal systems, making bounded decisions, escalating to a human when appropriate and leaving an auditable trail of everything it did — is an integration, governance and data project. That is where 76% becomes 13%.

Why talent is the constraint, not technology

Models and infrastructure have been available in the region for years, at prices that fall every quarter. What cannot be bought on consumption is a team’s capacity to:

  • Translate a real operational process — a branch queue, a ticket backlog, a compliance review — into a flow an agent can safely execute.
  • Design integration with systems that already exist: ERP, core banking, CRM, identity directories.
  • Define which decisions the model may take and which require human approval before execution.
  • Instrument traceability so that an auditor, months later, can reconstruct why the system did what it did.
  • Measure results in business indicators rather than laboratory metrics.

A 50,000-scholarship programme does not by itself solve any of those five points, but it dramatically widens the base of people who can take part in the conversation. For a country whose digital economy competes with Colombia, Costa Rica and Panama for nearshoring projects and service centres, widening that base is a concrete competitive advantage.

What it means for Dominican companies

Free training lowers the cost of entry, but it does not remove the architecture work.
